However, one does need to realise that it wouldn't happen if those Kayyam rockets had not been launched towards Israeli civilian areas, with the intent to kill normal people - mothers, men, children. If rockets were being sent from northern Mexico into the US and the Mexican government wouldn't do anything to stop it, there would probably be a reaction. Similarly if Indian hindu insurgents sent bombs over to Islamabad, the Pakistani government would not stand back and do nothing.
